Though Member-states retain primacy, arguably non-state actors (including interest- and issue-groups as well as international regimes) have played an important part in helping to decontest the legal structure of WTO dispute settlement. One way of modelling the input of these multi-level actors is as a \'network\' which both stresses a series of complex relationships constitutive of the DSB but also is sensitive to a certain hierarhical structure caused by the centrality of Member-states to the process. A network analysis may offer one way in which to better understand how alternate international legal regimes have a part to play in the operation of WTO dispute settlement without undermining the centrality of Member-states.
